In order to provide recruitment and temporary employment services within Switzerland, recruitment agencies based in Switzerland require a cantonal license issued by the canton in which they are based. An agency needs to meet several prerequisites before being granted such a license.
Recruitment agencies based abroad require an additional Swiss federal license when providing cross-border agency services. This license is issued by the State Secretariat for Economic Affairs (SECO), which also serves as the supervisory authority for the cantonal law enforcement agencies.
